Roles & Responsibilities:
The qualified applicant will support assessment tasks and Cloud Smart strategies to promote cloud adoption at FSA.
These projects will assist the U.S. Government in assessing, planning, and moving applications to the cloud which will result in improvements in efficiency, agility, and innovation.
- The qualified candidate would be responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines.
- Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
- Manages a directorate within a division. Has supervisory and developmental responsibilities within a functional area.
- The program director manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.
- Maintains aggressive efforts to achieve objectives. Acts as a technical liaison with vendors.
- Trains and supervises personnel.
- Assists in proposal process and coordinates with Pricing Department when required.
- Responsible for all phases of the program budget. Performs analysis for contract reviews with various software.
- Develops Quality Assurance Programs for all products and services.
- Prepare Staffing Plans, including skill and labor mix, to support contract operations.
- May be responsible for recruiting, interviewing, and hiring staff.
- Assign staff and provide technical direction as necessary to complete task.
- Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Develop and deliver required contract, departmental, project and/or financial reports.
Responsible for the performance of technical projects to migrate workload to a Cloud Environment in accordance with contract requirements and company policies, procedures and guidelines.
Directs and supervises all support resources for the performance of project assignments and activities .
Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives.
Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those proje cts .
Takes projects from original concept through final implementation.
Interfaces with all areas affected by the project including end users, computer services, and client services.
Defines project scope and objectives.
Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
Conducts project meetings and is reponsible for project tracking and analysis.
Ensures adherence to quality standards and reviews project deliverables.
Manages integration of vendor tasks, tracks and reviews vendor deliverables.
Provides technical and analytical guidance to project team.
Recommends and takes action to direct the analysis and solutions of problems.
Provides management services including general administrative oversight, time accounting, financial tracking, cost projection, inventory management, personnel evaluation and support.
Responsible for the preparation of and accountability for all deliverables .
Specify systems requirements and insure that completed systems meet requirements.
Prepares and approves Standard Operating Procedures, Protocols, and other technical documentation.
Collaborate with internal stakeholders and develop programs to enable the partners
Lead and improve program operational & reporting procedures (activities, goals, funding, budgeting, etc.).
Participate in workshops, design sessions and other program management activities to drive closure to tasks and meet project objectives.
Lead and facilitate technical discussions with customers, partners and AWS teams.
Lead comprehensive analysis and gain understanding of the current environment in order to recommend which on-premise technical resources are best suited for the cloud.
Perform comprehensive planning for cloud migration that supports cost-effective, secure, and agile IT management.
Assist in designing Cloud infrastructure to support legacy on premise applications, as well as, new Cloud solutions
Provide a migration plan with recommendations for migration that encompasses the appropriate service models (SaaS, PaaS, or IaaS) of all services to be migrated, as well as rationale for the recommended cloud models.
Understand system dependencies and oversee transition of specified applications, solutions, and services to the cloud.
Maintain technical expertise relevant to industry standards and in cloud computing such as cloud service provider architecture, cloud deployment models, cloud service delivery models, automation, hypervisors, containers, virtual compute, storage, networks, virtual infrastructure management, self-provisioning, and scaling.
Work with the stakeholders to define key capabilities and performance requirements, ensure requirements are met, and evaluate performance with customer.
Serve as a senior technical contact for the project with the customer and will interact with other technical contacts across partner organizations including public health departments and laboratories.
Assign tasks to team members and monitors progress
Require and support teams use of secure coding practices to ensure protection of all PHI/PII/FTI.
Bachelors in Science and minimum of 12 years of relevant experience or Masters Degree and atleast 8 years of relevant experience

1O+ year’s experience with complex projects and program management.
Able to solve organizational problems, articulate views/roadmaps for future development, and understand the interaction between infrastructure, operations, and development.
Strong presentation skills and the ability to articulate complex concepts to cross functional audiences.
Strong written skills, able to create complex narratives with a high level of quality.
Demonstrated ability to think strategically about business, product, and technical challenges.
Broad technical knowledge of large-scale distributed systems, cloud-scale hardware and virtualization platforms.
Certifications and work procedures related to project management (i.e. Program Management tools, e.g. MS Project /Visual Studio, Jira, Confluence, Slack).
3+ years experience with Agile and DevOps SDLC methodologies
3+ years experience with concepts such as microservices (including scalability best practices), containers, and container orchestration using Docker or Kubernetes
3+ years experience with Git based version control software such as GitLab, GitHub, Git CI/CD pipelines and managing GitOPS process for branching , merging and releasing software
Proficiency with virtualization technologies such as VMware, ESXi, vRealize Cloud Suite, or similar
Solid Experience with Amazon Web Services and the tools necessary to assess system performance, ensure scalability, monitor system and data security
Professional Level AWS Certified Solutions Architect or Professional Level AWS Certified DevOps Engineer
Experience with FedRAMP-certified environments and understanding of standardized security assessment, authorization, and continuous monitoring policies in migration planning services

Colorado Salary Maximum:$241,321.60
