Responsibilities

The Budget and Finance Systems Integrator (SI) will work closely with the customer to perform financial and budget planning and execution tasks. The customer’s budget involves various funding streams and transfers of spending authority, so it requires significant attention to detail to successfully track and account for the customer’s spending, to include obligation and expense rates. 

 

Specific duties include but are not limited to:

  • Provide strategic and programmatic plans and budget support to customer activities
  • Support division in formulating, justifying, and defending budget build

  • Develop and maintain spend plans

  • Complete or support execution year tasking including, but not limited to, drafting BCRs and funding SLAs

  • Reconcile spend plans with actual and planned expenditures; recommend options to address potential over- or under-utilization of resources

  • Track and account for the execution of funds received via various funding streams, to include transfers of spending authority

  • Assist personnel in researching and resolving resource and budget issues and questions

  • Prepare supporting documentation for budget exercises, over-guidance, unfunded calls, and re-programming

  • Perform short- and long-term financial trend analyses for the office

  • Prepare briefings, budgets, spend plans, and other related products 

  • Coordinate and respond to budget requirements and budget taskings

 

Qualifications

Required

  • TS/SCI with Poly
  • 8 years with BS/BA or 6 with MS/MA or 7 years with PhD
  • Demonstrated professional competence as a budget officer in the customer environment
  • Ability to track program execution against resource constraints and goals
  • Ability to propose and implement resource realignment in response to changing circumstances
  • Experience with the tracking and analysis required to account for funding provided via transfers of spending authority
  • Understanding of financial resource requirements both for the execution year and budget out-years
  • Ability to analyze and evaluate financial date to resolve inconsistencies, identify key issues, and propose solutions
  • Ability to develop and implement long-range plans to accomplish office goals and collaborate on strategic planning
  • Broad comprehension of relevant statutes, regulations, and policies in resource utilization and budget development and execution processes
  • Ability to create and maintain background documentation to aid the organization's resource management continuity
  • Strong organizational and time management skills
  • Excellent written and verbal communications skills
  • Ability to interact with customers, senior leadership, and program management in a matrixed environment
  • Experience resolving complex programs, including organizing and structuring solutions
  • Ability to work independently, proactively, and creatively in a fast-paced environment

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
