Key Responsibilities:

  • Serving as the single POC for all contractor functions and activities within the Program Management Office.
  • Developing and implementing PMO procedures, policies, and strategies to achieve agency goals to include developing detailed plans, creating milestones, and establishing timelines and budgets.
  • Collaborating with the contractor Program Manager, Contracting Officer Representative (COR), Government Technical Lead, and the contractor technical leadership team to ensure all work is completed consistent with task order requirements and service level agreements.
  • Creating and maintaining an Integrated Master Schedule which identifies the activities, major tasks, assignments, milestones, and estimates for performance of the tasks under the performance work statement.
  • Implementing a standardized Project Management and Agile methodology to provide Program Management support, Quality Management, and SLA Oversight for all areas of the contract.
  • Identifying, developing, and maintaining SOPs for all areas of the contract to ensure compliance with agency Process, Quality and Management (PQM) document templates.
  • Conducting periodic reviews and reporting on SOPs and SLAs in accordance with contract deliverable schedules.
  • Providing Monthly Program Status Reports for all areas of the contract along with metrics and calculations to provide the government clear visibility into the program performance.
  • Implementing policies and procedures for contractor staff to protect sensitive information and ensure all staff are trained and compliant with agency required training for security protocols per the established deadline.
  • Developing a bureau-level Quality Assurance Plan along with overseeing quality and management of bureau-level IT Response Operations deliverables to ensure corresponding SLAs are achieved.
  • Coordinating with agency leadership, government stakeholders, and CORs to establish and maintain Operating Level Agreements (OLA) with other contractors to facilitate achievement of agency mission objectives.
  • Providing Monthly Program Status Reports for all areas of the contract to include delivery of financial tracking reports across all task areas.

Basic Qualification:

  • U.S. Citizen; eligible for U.S. Secret Security Clearance.
  • 10 – 11 years’ experience developing strategies and managing program management activities based on industry standard framework for Service Delivery, such as IT Infrastructure Library (ITIL) v. 4.
  • Ability to communicate at a detailed and executive level on program management activities.
  • Experience allocating resources effectively across projects to achieve project and organizational goals.
  • Experience managing programmatic risks and dependencies for successful performance of the contract.
  • Experience utilizing industry standard Project Management and Agile methodologies to provide Program Management support, Quality Management, and SLA Oversight.
  • Experience with System Development Lifecycle methodology and the ability to manage program changes through change control and gate reviews.
  • Proficient in project management software and tools such as Microsoft Project or ServiceNow to develop and maintain project activities.

Preferred Qualification:

  • Active Secret Security Clearance.
  • PMP Certification.
  • ITIL v4 certification.

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position based on experience and other factors.
