Enterprise-level services to the ODNI curated to meet current and future evolving needs, including roles in areas like graphic design, content management, multimedia, data visualization, public affairs, training, records management, and policy strategy.
About The Role

Program Operations Manager

The Narsil Program, a 7-year contract with GSA providing enterprise level services to a federal client is seeking a driven self-starter with demonstrated success in large services contract program management with emphasis on forecasting, staffing, and subcontracts. The idea candidate will possess excellent leadership and executive-level customer communication skills.

 

Roles and Responsibilities include, but are not limited to, the following:

  • Fully responsible for the day-to-day operation of the Narsil Program Management Office (PMO) overseeing the following critical program functions: finance, staffing, contracts, subcontracts, quality, tools, travel, program communications, resource management, mission innovation, and personnel security
  • Ensure the program is properly staffed and help ensure decisive requisition creation, release, sourcing, and on-boarding of high-quality candidates
  • Collaborate with Finance and Service Delivery teams to ensure financial forecasts are accurate and up to date
  • Ensure on time and accurate delivery of all financial reporting, to include invoices, variance reporting, and other weekly and monthly requirements
  • Oversee internal tool development and maintenance used for service delivery planning and reporting, and for staffing/resource planning
  • Track and report performance against Service Level Agreements
  • Drive the creation and delivery of contractual deliverables, weekly and monthly reports, and award fee presentations
  • Enhance operational procedures, systems, and principles and identify opportunities for efficiency and innovation
  • Develop and maintain strong relationships with customer directorates, teammates, external partners, and vendors
Qualifications

Basic Qualifications:

  • Bachelor’s Degree in a related field and a minimum of 18 years’ experience or a Master’s Degree and 10+ years of experience
  • Minimum of 3 years as a Program Manager
  • Experience with Earned Value Management (e.g., EAC, ETC, variance analysis, etc.)
  • Experience identifying current and future staffing needs of programs
  • Knowledge and experience with Service Level Agreements
  • Demonstrated experience collaborating on program deliverables.
  • Intrinsically motivated with excellent communication skills, and ability to lead and manage a geographically dispersed team.
  • Proven ability to collaborate with multiple stakeholders with competing priorities, including program and customer leadership, Teaming Partners, Task Leads, and PMO staff (e.g., contracts, sub-contracts, finance, security, staffing etc.).
  • Position requires an active TS/SCI with Polygraph level clearance.

Preferred Qualifications:

  • Project Management Professional certification.
  • Lean Six Sigma certification.

Details

Target Salary Range: $176,000 - $282,000. This represents the typical salary range for this position based on experience and other factors.
