Peraton has an outstanding opportunity for an experienced System and Network Infrastructure Service Owner Lead to provide contractor management, direction, administration, and leadership of the execution of their respective site’s requirements for the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) in support of United States (U.S.) Special Operations Command (USSOCOM). The System and Network Infrastructure Service Owner Lead will be responsible for assigning tasks to contractor personnel, supervising ongoing SITEC 3 EOM technical efforts, coordinating with the USSOCOM TPOC, and managing the overall site’s performance.

The System and Network Infrastructure Service Owner Lead needs to be self-motivated and required to work in a fast-paced environment with the ability to communicate clearly, both written and orally. The System and Network Infrastructure Service Owner Lead must have good management and communications skills to interact and coordinate effectively interfacing with both internal and external executive leadership team. The System and Network Infrastructure Service Owner Lead is responsible for the efficiency of the System and Network Infrastructure, including managing technical issues and business processes; managing and responding to Government issues, concerns, and comments; and alerting the Government proactively to potential contractual or programmatic and resource limitations issues. The System and Network Infrastructure Service Owner Lead will be the main interface between the USSOCOM end customers, the SITEC 3 EOM contractor, component Deputy Program Managers, and the component J6 management staff and provide input into the management activities within their functional area. The System and Network Infrastructure Service Owner Lead will manage the Contractor and subcontractor staff, ensure staff development and mentor as applicable as well as work with third-party vendors applicable to their site as needed. The System and Network Infrastructure Service Owner Lead will manage teams of contract support at multiple locations. The System and Network Infrastructure Service Owner Lead is required to organize, direct, and manage all support functions applicable to the System and Network Infrastructure, involving multiple, complex, and inter-related project tasks. Must be able to review task plans and deliverable items, manage schedules in line with financial budget. The System and Network Infrastructure Service Owner Lead will ensure all personnel in his/her responsibility receive adequate guidance and direction for performing their daily tasks and will be responsible for developing/presenting briefings, preparing correspondence, and preparing project status reports as required.


Typical Responsibilities include:


Experience managing and overseeing technical personnel providing system and network infrastructure services to operate, maintain, monitor, defend, and manage hardware, software, cloud computing infrastructure, Hyperconverged Infrastructure (HCI), and network infrastructure that provide USSOCOM network infrastructure services. Manage subject matter experts and ensures industry best practices are used by staff to return these network services rapidly and proactively to full operation when interruptions occur. Manage Unified Communications (UC) Services to include planning, designing, engineering, operating, maintaining, defending, and properly employing UC. Support includes cloud-based products and services. Manages voice and video over internet protocol (VVoIP) support personnel who operate, maintain, and defend call control infrastructures and plan, engineer, coordinate, document, and execute changes, upgrades, or installations of VVoIP authorized by the Government. This includes monitoring the operation of call control devices to ensure proper operation and proactively troubleshoot, analyze, and isolate the root cause of problems that arise. Recommends courses of action to return impacted systems to full operational status as well as other VVoIP services.  The main thrust of the effort of this role will be with USSSOCOM HQ, TSOC’s and fixed locations with zero downtime and other network responsibilities to consider such as deployed units down range using TACLAN consisting of various suites, Mission Planning Kits (MPK) and Field Computing Devices (FCD). Each TACLAN Suite consists of transportable integrated networks; laptops; routers and support equipment establishing forward deployed nodes. There will be logistic and other support groups included in those subprocesses. The focus of this role is the network stability across all elements for mission readiness.

Minimum Qualifications:

  • BS 12-15, MS 10-13, PhD 10+.  Additional years of experience may be considered in lieu of a degree.
  • Must possess a TS clearance with eligibility for SCI
  • Must possess five (5) years of experience managing IT professionals
  • Must possess experience with site-specific logistics and technical challenges in a dynamic functional, management, and technical environment
  • Must possess experience working on a global-based, enterprise-wide project communicating with local and long-distance Government personnel
  • Must possess certifications in two or more or commensurate of the following:
  • Cisco Certified Network Associate (CCNA)
  • CompTIA Network+
  • Juniper Networks Certified Associate
  • SolarWinds Certified Professional
  • VMWare Certified Technical Associate - Network Virtualization (VCTA-NV)
  • Certified VoIP Professional


Desired Qualifications:


• Possess experience with IT Service Delivery using an ITIL/ITSM framework similar in size, scope, and complexity to the requirements of this TO.
• Certifications in one or multiple Cloud Service Provider umbrellas: Amazon Web Services (AWS) / Azure (MicroSoft) / Other
• Experience with leased server equipment a plus
• Experience (assigned or working with) the SOF community.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
