About The Role

Peraton is seeking an experienced Senior (Sr) Operations in the Information Environment (OIE) Planner (Information Operations (IO) Planner)/Technical Site Lead to conduct direct liaison, integration, and synchronization with Combatant Command (COCOM) staff, subordinate units, and associated joint, interagency, intergovernmental, and multi-national (JIIM) partners.

 

This Position is a deployed unaccompanied one-year assignment to Camp Arifjan, Kuwait.

 

As our Senior IO/MISO Planner/Technical Site Lead you will have the opportunity to:

  • Provide site leadership and subject matter expert (SME) mission analysis, analytic problem solving, and assessment of information operations (IO); creative use of information systems and information activities (IA); integration with inter-agency and intelligence community (IC);.and consider significant or key cultural aspects that affect operational and tactical planning, security, and risk assessments. 
  • Serve as the focal point for the onsite team with the supported client; maintain communication with clients IRT to project status/updates 
  • Assess project and work/performance issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. 
  • Review, analyze, and operationalize tactical and operational-level IO-related directives in support of maneuver elements and must have a strong understanding of the CCMD AOR.
  • Provide subject matter expertise in all operations in the information environment
  • Apply technical skills to operational and tactical planning/execution, identifying and tracking measures of performance (MOP) through attainment of measures of effectiveness (MOE) and providing advice concerning the application of all IRC capabilities during the development of operational concepts.
  • Provide expert level oral, visual, and written communications and briefing techniques
  • Effectively advise, negotiate and persuade various managers, military officials, and senior leaders; and effectively obtain acceptance of recommended concepts, ideas, guidance, policies, and regulations.
  • Engage senior JIIM leaders and staff and conduct operational and informational briefings to a large audience.
  • Work independently by providing a timely flow of relevant information operations planning by providing daily reports, collecting, sharing, disseminating, and completing all assigned tasks. 
  • Perform the authoring and updating of Operations Security (OPSEC) plans and policies
  • Fully integrate Information Operations, Military Information Support Operations, and Operations Security into future operations planning (FUOPS) and support current operations (CUOPS) planning. To work effectively within a task-organized working group and expertise within planning, integrating, and coordinating with intelligence community entities. Coordinating with intelligence community and working effectively within a task-organized "working group".
  • Prepare to lead and/or support working groups and operational planning teams. Work with other directorates and down-trace units in a Combined and Joint command.
  • Fully integrate IO, MISO, and OPSEC with future operations planning (FUOPS) and support current operation planning (CUOPS). 
Qualifications

Required Qualifications:

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA.
    • 4 additional years of related experience will be considered in lieu of BS/BA education requirement
  • Army Information Operations (MOS 30A), and/or Psychological Operations (MOS 37A), Marine Corps 17XX, or Air Force 14FX careers field.
  • Minimum of 5 years of experience with IO or MISO or OPSEC planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces.
  • Broad experience and knowledge of information operations (IO), Psychological Operations, military deception (MILDEC), and operations security (OPSEC), tasks, and overall functions that support operations, understand how to integrate these capabilities, and be capable of synchronizing activities of mutual concern
  • Comprehension of joint planning functions of strategic guidance, concept development, plan development, and plan assessment.
  • Army/Joint Targeting, IPB, and COG analysis process as well as a general understanding of Joint training doctrine and procedures.
  • Knowledge in NATO Defence Planning Process (NDPP), JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational level IO plans and orders.
  • Understanding of IRC permissions, authorities, and coordination.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations developing support for related capabilities and their activities.
  • Be familiar with, certified in, or have applicable operational/field time experience in:
    • Operations in the Information Environment (OIE) Planning
    • Military Information Support Operations (MISO) / (formerly Psychological Operations (PSYOP)). Planning
    • Military Deception (MILDEC) and Deception in Support of OPSEC (DISO) Planning
    • Operations Security (OPSEC) Planning
  • Must possess a current U.S. Passport with at least 2 years remaining before expiration.
  • Must meet Visa qualification standards for Kuwait.
  • This position requires an active DOD Top Secret/sensitive compartmented information security clearance, based on current security background investigation. Will also consider Top Secret with SCI Eligibility.

  • Joint MILDEC Training Course
  • Defense OPSEC Planners Course
  • Army Military Deception Planners Course
  • Air Force Signature Management Course
  • Master of Military Art and Science, Strategic Communications, International Affairs, or similar related fields.
  • Recent Joint or Service Level Information Operations planning experience.
  • Previous time as a J-39 Director, Deputy Director, Division/Brigade IO Planner, or Information Activities Coordinator
  • Army Information Operations Planner Course (AIOPC).
  • Military Information Support Operations Integration Course (MISOIC).
  • U.S. Army Command and General Staff College (CGSC) or Service Component Command Equivalent.
  • Extensive experience with integrating Operations Security (OPSEC) into military planning processes and OPSEC Program Management
  • OPSEC LV II Certified via the Army OPSEC Officer’s Course, Air Force Signature Management/OPSEC Management Course, or have completed the National OPSEC Program (formerly IOSS) OPSE 2380 (OPSEC Analysis) and 2390 (OPSEC Program Management) Courses

Details

Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
