Responsibilities

Key Responsibilities:

  • Leads analysis within assigned Scrum Team to build and prioritize features, user stories, and identify team velocity, leveraging Agile methodology to size Sprints, perform Sprint Planning and Execution, and conduct Retrospectives.
  • Works with Product Owners to identify priorities, participate in Sprint Reviews, Backlog Refinement, and lead team daily stand-up meetings.
  • Captures and manage requirements in the Agency's ITSM Tool (ServiceNow™) for release, sprint, and backlog.
  • Ensuring contractor’s products are tested, as required, within a USAID or third-party test facility.
  • Work collaboratively among cross-functional teams and multiple vendors to execute timely releases of code.
  • Ensures all deliverables and work products are provided in electronic format and comply with all applicable standards of Section 508 of the Rehabilitation Act.
  • Provides business support to provide development and/or sustainment of a software environment that covers the entire Software Development Lifecycle using current methodologies to include Continuous Deployment, Agile, and Development Operations (DevOps).
  • Addresses problems of systems integration, compatibility, and multiple platforms by supporting the approved governance entity and associated process(es) to facilitate, support, and manage sprint cycle development priorities that incorporate the Bureau of Humanitarian Assistance (BHA) stakeholder decisions and follow the USAID SDLC.
  • Lead project teams and coordinating with end users to identify application requirements.
  • Performs feasibility analysis on potential future projects to management.
  • Assist in the evaluation and recommendation of application software packages, application integration and testing tools. Resolving problems with software and responds to suggestions for improvements and enhancements.
  • Participates in development of software user manuals and technical reports.
  • Conduct sprint planning and define user stories to address findings and recommendations from user training and usability testing, and POA&Ms identified in the ATO process.
  • Provides support to the Chief Enterprise Architect, the Release Train Engineer (RTE), and Senior Leadership. Coordinate intra-team, external-team, cross-ART, and cross-functional cooperation to facilitate synergy and success across the Program.
  • Assists the Govt. Product Owners in meeting their duties and responsibilities and managing the Product Backlog.
  • Part of agile team working on unusually complex technical problems and provide product solutions in accordance with Agile Methodologies.
  • Works independently or as a member of a project team responsible for providing technical guidance related to the business implications of the application of the system.
  • Acts as a liaison between client and technical solutions/support groups, using strong communication skills to elicit, document, analyze and validate business processes and solution requirements.
  • Supports requirements management and change management processes using structured techniques for documentation, analysis, evaluation/validation.
  • Provide decomposition of high-level information into details
  • Distinguishes requests vs needs; distinguishing requirements vs solutions; classifying/prioritizing requirements.
  • Attends Program-Level Ceremonies and Reviews on behalf of the Scrum Team and brief Team status during Quarterly Program Increment Planning sessions.
  • Creates and update user stories in Jira/Confluence.
  • Submits weekly and monthly status reports and deliverables.
  • Understanding of Scaled Agile Framework (SAFe) process, Kanban Framework, and Waterfall methodologies and how to utilize these within day-to-day activities.
  • Produces high-quality papers, presentations, recommendations, and findings for senior government Intelligence and operations officials.
  • Supports meetings with Govt. Product Owners and PMO Teams. Work closely with the team to determine and pursue courses of action necessary to obtain desired results.

Qualifications

Basic Qualification:

  • U.S. Citizen; eligible for U.S. Secret Security Clearance.
  • Bachelor’s degree with 8 to 11 years, or master’s degree with 6 to 9 years, or PhD with 3 to 6 years’ experience is required.
  • Ability to work independently and take initiative to do what is needed to achieve quality performance goals.
  • Demonstrable ability to design, develop, and implement automated testing methods in an Agile environment.
  • Familiarity with ticketing system, such as ServiceNow
  • Utility Tools knowledge (JIRA/Confluence/GitLab/Artifactory).
  • Strong leadership skills and ability to foster collaborative relationships with customers, teaming partners and cross-functional teams.
  • Ability to resolve customer issues very quickly and accurately.
  • Knowledge of IT standards, methodologies, system development life cycle and project management frameworks
  • Strong understanding of agile methodologies (SAFe, Kaban, Scrum)

Preferred Qualification:

  • Active Secret Security Clearance.
  • CI/CD experience preferred.
  • Experience in AWS Web Server, HTML, CSS, API Gateway

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
