Responsibilities
  • Provide direct organizational support to the Program Director, AFOSI Capability Development.
  • Develop, coordinate, report, execute, and advance a responsive and timely mission-specific capability development program through adhering to governing policy and law.
  • Develop, report, and sustain an internal and external engagement strategy to advance OSI capability development needs.
  • Intake, develop, document, and coordinate internally and externally organizational challenges presented to, or identified by, the Contractor.
  • Conduct internal and external analysis, coordination, integration and reporting to produce Department of Defense (DoD), with an emphasis on Department of the Air Force (DAF) and OSI, capability development specific needs and requirements to military, law enforcement, counterintelligence, security, and supporting/functionally necessary operations.
  • Deliver researched, policy-informed and coordinated capability need statements (gaps); attainable performance criteria (requirements); and develop, refine, and deliver realistic procurement and/or acquisition pathways (courses of action) to support executive risk decision/analysis aligned against threat and future employment analysis.
  • Render informed and expert advice via verbal and written assessments on historical, current, and proposed requirements to meet the Command’s strategic needs. Where necessary propose new or emerging solutions that would require new programming or integration with external elements to accelerate delivery of key mission-specific needs.
  • Consistent with defined OSI capability development priorities, monitor; assess; advise; and report on public and private capability development activities including development planning; experimentation studies; current operations; tactics; capability-based assessments; analysis of alternatives; science and technology; research, development, test & evaluation (RDT&E), prototyping; acquisition; procurement; policy; and futures.
  • When necessary, deliver Air Force approved Capability Based Assessments or similar studies to initiate development of operational capability requirements, tactics, analysis, policy, documents, or decisions, while verifying alignment within need date and resource constraints.
  • When tasked, lead or conduct and report on feasibility assessments/analysis to ensure proposed solutions are technically achievable & within cost and timeliness constraints.
  • When tasked, represent OSI in internal and external engagements; and produce appropriate reporting in a timely manner.
  • When tasked and consistent with the Contract, represent the Program Director, Capability Development, in internal and external engagements; and provide timely and accurate reporting.
  • When tasked and consistent with U.S. Code, policy, and law, and specifically, AFOSI policy and guidance, provide direct support to the AFOSI mission, AFOSI mission services and/or capabilities consistent with the direction provided by the AFOSI Director, for Capability Development.
  • Align assigned tasks against US Law, DoD, DAF, and OSI policy, process, and guidance.
Qualifications
  • Associates degree and 10+ years of experience; OR Bachelor’s degree and 8+ years of experience; OR Master’s Degree and 6+ years of experience. Or 3 years with PhD. However, four (4) years of additional relevant experience or specialized training will be considered in lieu of a Bachelor’s degree.
  • Experience: 3-5 years/full proficiency in any formal coding language (required); corporate/large company environment; significant risk analysis
  • Security Clearance: Top Secret w/ SCI eligibility

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
