Responsibilities
  • Manages and leads a diverse team of Knowledge Managers responsible for planning, developing, and implementing strategies, processes, and systems that govern, support, enhance, and enable knowledge management (KM) across multiple offices for the customer.
  • Accomplishes management functions overseeing a variety of administrative actions to include employee coaching, counseling, and performance evaluations. Provides Task-level management to build cohesion, foster positive morale, and create a high performing team to deliver services recognized by the customer as high value for mission accomplishment. 
  • Collaborates with customer points of contact, the Service Delivery Manager, and Narsil Customer Advocates to identify Knowledge Management requirements and develop staffing strategies.
  • Coordinates with the Program Operations Manager and Program Management Office staff to fulfill and maintain staffing requirements. Updates the annual staffing forecast each month to provide optimal resource allocation and uninterrupted service delivery.
  • Develops and continuously improves processes and procedures addressing acquisition of information from multiple sources, the custodianship and distribution of that information, and the disposition of information through expiration, archival, and/or deletion.
  • Develops and deploys processes, procedures, and systems that enable lifecycle management accounting and administration of digital content such as text documents, images, video, audio, and multimedia from creation to disposition.
  • Formally presents information to customers, stakeholders and management during recurring briefings and report submissions to communicate work accomplishments or issues of concern in terms of mission impact, value creation, and recommended mitigation strategies.
  • Facilitates Knowledge Management training for Directorates, Offices, and Centers to ensure user optimization of existing systems / capabilities and encourage a culture of innovation around KM.
  • Assists in the development, coordination, approval, and publishing of publications and forms to ensure accessibility to users and stakeholders.
  • Reviews, validates, and reports on the publications and forms inventory not less than annually.
  • Documents, maintains, and executes applicable standing operating procedures (SOPs) as required – conducts periodic, not less than annual, review of SOPs and associated activities to ensure continuous improvement of customer and IC Knowledge Management. 
Qualifications
  • TS/ SCI w/poly
  • Requires BA/BS and 15 years of experience with at least six years of management experience.
  • Experience forecasting, hiring and managing staff with ability to oversee cost and work schedules
  • Experience mentoring and training junior staff
  • Proven success with customer engagement and requirements elicitation
  • Experience documenting, maintaining, and enforcing standing operating procedures (SOPs)
  • Demonstrated Knowledge Management experience; specifically, developing and improving processes and procedures addressing the acquisition of information from multiple sources, the custodianship and distribution of that information, and the disposition of information through expiration, archival, and/or deletion.
  • Excellent oral and written communication and presentation skills
  • Experience developing, coordinating, approving, and publishing publications and forms
  • SharePoint and Confluence experience highly desired

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
