Responsibilities

Peraton is seeking an experienced Operations in the Information Environment - OIE Advantage Planner, in support of a US Government client at Camp Humphreys in South Korea, to provide planning and analysis in support of the OIE (Operations in the Information Environment).

This Position is an accompanied OCONUS assignment at Camp Humphreys, South Korea.

 

As our Operations in the Information Environment - OIE Advantage Planner, you will have the opportunity to: 

  • Integrate Operations in the Information Environment (OIE) into all campaign plans and operations plans and ensure that information capabilities are considered in the deliberate and crisis action planning processes.
  • Provide expert mission analysis, analytic problem solving, and assessment skills.
  • Creatively employ information forces and information capabilities
  • Integrate with other strategic commands, the interagency, and the intelligence community
  • Develop innovative concepts to counter adversarial use of information and malign narratives
  • Develop plans and concepts to leverage the inherent informational aspects of joint force activities in the theater.
  • Conduct target audience analysis and open source research
  • Consider significant or key cultural aspects that affect the information environment.
  • Support broad spectrum strategic communications planning with J39/IO, COMMSTRAT, PAO, and other stakeholders
  • Conduct assessment of information activities and OIE. Identify and track measures of performance through attainment of measures of effectiveness
  • Develop OIE support concepts for planned military operations.
  • Have a working knowledge of information operations (IO), military deception (MILDEC), public affairs (PAO), key leader engagements (KLE), civil affairs (CA), communication strategy (COMMSTRAT) operations security (OPSEC), or other cognitive-focused information activities.
  • Understand how to integrate and synchronize joint information capabilities and activities.
  • Demonstrate expertise in oral, visual, & written communications and briefing techniques.
  • Be able to effectively advise, negotiate and persuade various managers, military officials, and senior leaders
  • Demonstrate effectiveness at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.

Qualifications

Required Qualifications:

  • Minimum of 8 years of planning experience with BS/BA, minimum of 6 years with MS/MA. May consider an additional four years of relevant experience in lieu of a Bachelor’s degree.
  • Have a minimum of 5 years of experience with Operations in the Information Environment (OIE) planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces.
  • Knowledge in joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level OIE plans and orders.
  • Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to COCOM to coordinate OIE in appropriate channels, e.g., Army, Navy, Air Force, or Joint with experience with joint and/or combined military operations and interagency coordination with knowledge of DoD, joint, and Army service doctrine, regulations, and policies.
  • Able to coordinate OIE and related actions within the proper channels and develop policies that incorporate the principle of C2.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in one or more of the following:
    • Psychological Operations
    • Public Affairs
    • Civil Affairs
    • COMMSTRAT
    • OPSEC

  • Ability to work effectively within a task organized working groups
  • Adept at developing and utilizing information products that leverage current and emerging technologies to inform planning, improve coordination, and enable timely decisions.
  • Must be a U.S. Citizen and possess a current U.S. Passport, not expiring within 6 months
  • Current DoD Top Secret security clearance, with ability to obtain TS/SCI. 

Preferred Qualifications:

  • Recent joint or service level information operations planning experience at the COCOM level
  • Experience with the INDOPACOM AOR
  • Expertise in planning, integrating, and coordinating with interagency and intelligence community entities.
  • Must demonstrate creative thinking and ability to learn new skills.
  • Must be flexible and adaptable.
  • Relevant information operations training such as:
  • Joint information operations planner course
  • Defense OPSEC planner course
  • MISO planners course
  • MILDEC planners course
  • Irregular warfare course
  • Joint targeting course

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
