Responsibilities

The Technical Training Program Analyst is responsible for the following but not limited to:

  • Prepares and modifies training modules, artifacts, videos, and other materials to meet the latest mission requirements as established by the customer.
  • Develops, updates, and maintains innovative computer-based training materials, courses, and systems in support of the DHA and J-6 mission.
  • Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities.
  • Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques.
  • Conducts research to develop and revise training courses, and uses knowledge to recommend training strategies, establish training approaches, and prepare appropriate training materials.
  • Conducts peer reviews of all training content to ensure accuracy and quality in accordance with DHA’s professional certification and development requirements.
  • Manages a feedback system to capture data and metrics from participants and uses that information to constantly improve the training program.
  • Manages professional certification training, validation, and verification systems supporting local Information Technology staff at MTFs and OLB sites and PEO MS / CIO J-6 personnel.
  • Collaborates with other training offices and functions on training initiatives and standards as required by DHA.
  • Researches and recommends training venue locations for live, in-person classroom training.
  • Plans training venue logistics, organizes training events, and produces travel, lodging, and venue cost projections and documentation using DHA-required templates.
  • Plans and executes equipment requirements for training venues including performing setup, configurations, testing, equipment maintenance, break down and travel logistics.
  • Other tasks as assigned.
  • Hybrid Telework. Must be within commuting distance of DHHQ, Falls Church, VA or JBSA, San Antonio, TX.
  • Work Hours: Monday-Friday 0900-1700 (flexible)
  • Travel: able to travel for training events and customer meetings
Qualifications
  • Four (4) years of progressive experience demonstrating the required proficiency or bachelor’s degree (4 years total).
  • Must be U.S. citizen and be able to obtain a Tier 1 (T1) Public Trust Clearance.
  • Demonstrated ability designing and delivering programs to train all levels of personnel.
  • Experience monitoring personnel in formal classroom (in person and virtual) courses, workshops, and seminars.
  • Intermediate to expert knowledge in the use of Microsoft Office products (Word, Excel, PowerPoint), Adobe training and related applications.
  • Ability to work with stakeholders to assess potential risks.
  • Ability to translate business requirements into non-technical and technical documents.
  • Skilled in identifying and addressing client needs, actively participating in client discussions and meetings; preparing concise, accurate documents.
  • Must be organized, self-motivated and able to multitask in a fast paced and dynamic work environment.
  • Demonstrated ability to excel both independently and as a team member in a lively, collaborative environment.
  • Strong analytical and problem-solving skills.
  • Thorough understanding of business and management principles.
  • Applies fundamental concepts, processes, practices, and procedures on assignments.

Optional qualifications:

  • Microsoft Project: basic to intermediate level; export data, manually update progress, customize views and data fields. 
  • Prior DoD experience; Defense Health Agency or Military Health System experience a plus.

Target Salary Range

$51,000 - $82,000. This represents the typical salary range for this position based on experience and other factors.
