Scope Of Contract

The Defense Manpower Data Center (DMDC) maintains the largest, most comprehensive central repository of personnel, manpower, casualty, pay, entitlement, personnel security, person identity and attributes, survey, testing, training, and financial data in the Department of Defense(DoD). DMDC is the central source to identify, authenticate, authorize, and provide information on personnel during and after their affiliation with DoD. DMDC is the one central access point for: information and assistance on DoD entitlements, benefits, and medical readiness for Uniformed Service members, veterans, and their families.

 

The scope of this effort is to provide Defense Manpower Data Center (DMDC) a full range of information technology (IT) services and technical solutions to include any necessary hardware, software, and ancillary components to support enterprise level programs and environments in alignment with compatible industry best practices. The program will provide operational and research support to over 35 million customers globally.  

 

In addition to providing enterprise support services, this contract will provide infrastructure support for several mission critical programs including the following:

  • Defense Enrollment Eligibility Reporting System (DEERS)
  • Real-time Automated Identification System (RAPIDS)
  • Defense Biometrics Identification System (DBIDS)
  • Noncombatant Tracking / Emergency Tracking Accountability System (NTS/ETAS)
  • Synchronized Pre-Deployment and Operational Tracker (SPOT)

Program Description

The purpose of IT GEMS is to provide a full range of information technology (IT) services and technical solutions to include any necessary hardware, software, and ancillary components to support enterprise level programs and environments in alignment with compatible industry best practices.

What We Do

Peraton has serviced DMDC for over 40 years. The IT GEMS contract is an opportunity for Peraton to grow this partnership with DMDC to perform global IT service operations, automation, transformation, and program management; worldwide supply chain operations and modernization; cloud migration and cloud native services; and enterprise DevSecOps pipeline automation services for DMDC. We will perform in nearly all IT core disciplines within IT Operations Management (ITOM), IT Service Management (ITSM), development, and cybersecurity. We will provide hardware (HW) support services and supply chain management. A key component to Peraton’s solution will be automation in all of these areas.

How We Do It

DMDC’s data supports decision making to determine the eligibility for both physical and logical access to military installations and DOD systems worldwide. DMDC’s physical and logical access systems include the Defense Biometric Identification Service (DBIDS) system which identifies DOD affiliated persons using ID cards, base passes, and biometric attributes and grants access based on their privileges in accordance with their purpose, fitness, and status. DMDC has evolved into a world leader in Department of Defense identity management, serving uniformed service members and their families across the globe.

Where You Fit

The IT GEMS environment is comprised of various Defense Information System Agency, Defense Enterprise Computing Centers (DISA DECC), DMDC On Premise, Fit-For-Purpose Oracle Cloud Infrastructure (OCI) and Amazon Web Service (AWS), and commercial-hosted data centers throughout CONUS.

How Is This Exciting?

IT GEMS handles approximately 10,000 data requests per year and approximately five million data transactions per day. IT GEMS managed enclaves currently host approximately 400 Government-developed applications and is expected to increase to more than 500 applications during this contract. Peraton will provide the personnel and expertise to engineer, operate, maintain & defend the cyberspace required to support the IT infrastructure (on premise and cloud) and associated specialized hardware/software required to deliver identity and credentialing programs such as RAPIDS, DBIDS, JAMMS, and NTS. We will do so, in support of the warfighter and the full defense community to include our military, DoD civilians, contractors and dependents stationed around the world.
