The scope of the Information Technology for Our Nation’s Elite is to assist USSOCOM, its Service Component Commands, Theater Special Operations Commands (TSOC), and deployed forces in the delivery of full spectrum of Information Technology (IT) services to operate and maintain information flow, communications, and global connectivity. This includes providing capabilities to integrate with the larger Government community to facilitate cooperation and collaboration for specialized and Joint forces. The contractor shall provide logistical capabilities for Outside the Continental United States (OCONUS) and deployed personnel in support of OCONUS tactical IT operations.
The SOF Information Environment (SIE) supports global IT infrastructure. The SIE encompasses all SOF IT assets throughout USSOCOM, its Component Commands, TSOCs, and other subordinate commands (hereinafter referred to as USSOCOM), down to the deployed warfighters. The SIE encompasses the USSOCOM data centers, related IT enterprise services, and SOF global terrestrial and satellite connectivity. The interconnected IT enterprise systems provide the integration of information, applications, and processes throughout USSOCOM’s global operations as well as across DoD organizational boundaries.

Conducting special operations effectively on a global scale requires the foremost enabler, the Special Operations Forces (SOF) Information Environment (SIE). The SIE includes the people, processes, and platforms that, in concert with our Joint Forces, Interagency, and Multinational partners, sustains our national defense mission.
The focus of the USSOCOM Chief Information Officer (CIO)/J6 is for the SOF Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) organizations, working as one team, to rapidly develop and deploy innovative solutions on a resilient global network and connect highly mobile and capable SOF professionals to the information they need before they need it. At the heart of this team are the active-duty military, government personnel, and contracted civilians who comprise the leadership, engineering, design, programming, operations, and sustainment of the SIE. USSOCOM relies on this team 24 hours a day, seven days a week, 365 days a year (24x7x365) to plan, install, operate, and maintain a near always up SIE.
